Remarks

The user password allows for limiting user access. If the user password is set to a "" blank string then all users will be able to view the document without a password. If a password is used in creating the document, this same password must be supplied to view the document as well. When a password is supplied the user access will still be restricted based on the document settings.

The Pdf Document may limit user access with the AllowPrint, AllowModify, AllowCopy or AllowFormFields properties in conjunction with the UserPassword. If one of these properties are set then the PdfEncryptionLevel will automatically be set to 40 bits if it is currently NotEncrypted.
