bits40DefaultPdfCompression encryption level if access permissions are set, backwards compatible to version 1.3.
NotEncrypted

Remarks

The Pdf Document must be Encrypted to limit user access with the AllowPrint, AllowModify, AllowCopy or AllowFormFields properties. If one of these properties are set then the PdfEncryptionLevel will automatically default to 40 bits if it is currently NotEncrypted.

As long as the UserPassword is not defined or set to an empty string "" the document can be accessed without needing to type in a password.

If the 128 bit encryption option is used then a version 1.4 file will be generated.
